It is a tough label all right. I think "W. of Nelson" is probably correct. 
The "K" may indicate an intention to add the number of km, but the number 
was never filled in. The highway could be "3A", which fits the area -- 
this works if one assumes that the strokes below the cross-bar of the "A" 
were not extended enough to be visible. I have no idea who the collector 
was -- perhaps a student? Check with U.Vic.?
That's all I can get from it.

Sorry for the large attachment, but you can see from the email 
conversation below that we have a bit of a conundrum with this label. 
 
Rob and I can agree that it is probably: “west of Nelson” – maybe 1 km? 
But the Hwy doesn’t match the area. The collector is a mystery too, except 
that the same person did do a lot of collections along roadways (via 
sweeps, for the most part).
 
Any insight would be very welcome!
